Entrenchment is how authoritarians consolidate and leverage government resources to stay in power. It happens primarily through politicizing government resources, funding, and services; turning them into carrots and sticks to coerce or sideline civil society. Preserving electoral competition is the key to preventing entrenchment. But true electoral competition is about more than going through the motions of holding elections. Authoritarian states regularly conduct ceremonial elections to maintain the appearance that their citizens live in
