Yeah, this is awful. Violent crime needs to be eradicated. That could have been done without incentivizing mass incarceration which most of the people arrested were committing NON-VIOLENT crimes.
The crime bill was not the solution. Violent crime was falling before the crime

A far, far larger percentage of Black Americans (Freedmen/FBA) support reparations, black business ownership, black land ownership. Black Americans at the time were also calling for the root causes of crime to be addressed such as concentrated, generational poverty.
