Finally: permitting has gotten much slower. From 2000 to 2023, permitting times roughly doubled. The slowdown clearly predates COVID, although it worsened during the pandemic. (Blue adjusts for incomplete projects; red does not.) https://t.co/JK8m19SPgo

For this project, we harmonized permit data from 60 U.S. cities, combining open data, scraping developer-facing portals, and submitting records requests. With these data, we estimate time to permit & build for comparable archetypal single- and multifamily projects across cities.

Why care about permitting speed? One reason: Across cities, slower permitting is associated with higher rents and less construction. In fact, it’s about as good a predictor as Wharton’s famous land-use survey, but it can be updated at high frequency and extended to more cities.
