@LiveSquawk how else would buybacks happen? When the Treasury purchases anything (including old bonds it had previously issued), the TGA is debited. Treasury didnt do this to "improve liquidity". Rather Treasury did this to reduce the amount in the TGA in advance of the flood of tax receipts mid month that will spike the TGA (for a month or so) to levels well above where they need to be for risk policy purposes.
