Hardware: The U.S. has a major asymmetric advantage over China in AI hardware and has used this position to cut off China's access to AI chips.
Yet the U.S. will need to work with key allies, esp. Japan and the Netherlands, to constrain China's domestic chip development.

Talent: The U.S. is the destination of choice for AI scientists from around the world, including from China. The U.S. has a major advantage in AI talent, but only if it increases high-skilled immigration to draw on the world's best and brightest.

Data: China's alleged authoritarian advantage in data is overstated. Both China and the United States will have access to ample data resources. What will matter more is using their data effectively to train machine learning systems.
