1963年 明石の漁師町の生まれ。二見中、明石西高校、東京大学（教育学部）卒。ＮＨＫディレクター、「朝まで生テレビ」スタッフ、石井紘基氏の秘書を経て、弁護士・社会福祉士。2003年 衆議院議員（1期）、2011年 明石市長（3期）。2025年 参議院議員（兵庫選挙区）。著書多数。柔道三段、手話検定２級、タコ検定達人。
