The unit also protects people who never asked. In June, Judge Zviad Tsekvava fined a citizen 2,000 GEL for a comment insulting Sanaia. Nobody told Sanaia, who rejected the ruling as an attack on free expression. Four weeks later the same judge jailed him.

Then came jail. Journalist Vakho Sanaia joked on Facebook that people should stop calling two Georgian Dream politicians a rude word. Fined 6,000 GEL (2,000 EUR). He mocked the ruling, so Kimbarishvili's unit returned to court. 14 days in detention.

The output is industrial. In its first month the unit flagged 170 alleged violations and pushed 150 cases into court. Fines run from 1,500 to 6,000 GEL (500 to 2,000 E). Georgian Dream Courts now hear insult cases near daily. These are official figures, not opposition estimates.

The legal basis is a Georgian Dream amendment from February 2025 that made "insulting" a public official an administrative offence. Most charges are filed as petty hooliganism. Penalties reach 45 days of detention. Mocking a politician is now police business.

The unit launched on 1 June 2026 inside the Interior Ministry's Dep. of Human Rights Protection. Ten staffers scan social media proactively. No victim and no complaint required. The unit alone decides what counts as an insult and sends the file to court.
