Completed in 2025 for €14 million, Tallinn's Lastekodu Street was rebuilt for slower traffic and safer cycling, and more pedestrian space and greenery. It now features raised intersections, cycle tracks, benches and planting, while the design speed has been reduced to 30 km/h.🧵 h

The e-bikes have been a game changer; making Tartu's modest hills, longer trips and winter conditions less intimidating, and cycling more competitive with the car. To that end, bike-share is treated as part of the public transport system—including seamless and subsidised payment.

But the most impressive part of Tartu's story isn't its streets. In 2019, Tartu Smart Bike Share launched, a publicly-funded system with 500 e-bikes and 100 stations. Within four years, it had recorded 20.4 daily trips per 1,000 residents, placing it fourth among European cities.

Critically, Tartu has adapted this to local circumstances. Estonian legislation does not yet contain a legal definition or sign for such a street, so Tartu developed its own approach based on the concept of liiklusheadus—design that dictates considerate or good-natured behaviour.

In 2025, Tartu introduced Estonia's first cycling-priority streets. On Tähtvere and Õnne, cyclists take possession of the roadway, while cars are limited to one direction. Both corridors have a 20 km/h limit—with the intention that drivers behave as guests rather than main users.

This represents a shift in thinking. Instead of asking where it may be able to squeeze in single bike lanes, Tartu is beginning to think in terms of a network: how can people pedal continuously and comfortably from neighbourhoods to the city centre and between major destinations?

The foundation for that ambition is a steadily expanding and coherent network that pieces together previously disconnected stretches of cycleway. Tartu already has over 140km of bike infrastructure, and has secured €14 million in state funding to expand its core network by 2029.
