@martinwolf_ The first neo-mercantilist wave ran from 1870 to 1914 and ended in a world war with no clear winner. The second ran from 1930 to 1945 and ended badly too. Each time the assumption was that the strategy could be sustained unilaterally. The historical record is not encouraging.
