Reupping this piece in RS as we reach the 5-year mark on Afghanistan withdrawal. TL;DR: Leaving did not unleash the waves of terrorism the forever-wars crowd warned us about. Why? 2 reasons. 1. Counterterrorism is remote work. We don't need troop presence to do it effectively.
