If Cupp-Patterson's status is irrelevant, why cite it? Of course Cupp also was a GOP House speaker and a Supreme Court justice How does a school-funding plan get enacted w/o legislators? I clearly cited PMO as "lib" The formula was developed by experts who determined actual costs
