Whilst 15% hotspots in Rotherham and Blackburn are clear enough, and higher levels are obvious around Manchester, there's too much non-reporting elsewhere. Liverpool looks just below the average; much of West Yorkshire is anyone's guess. 5/8 https://t.co/Xk30CgNB4I
