The Banyamulenge are not Banyarwanda. Banyarwanda are Hutu, Tutsi and Twa. Ugandan Bafumbira could at least pass as Banyarwanda, they are as well Hutu, Tutsi and Twa.
Banyamulenge community are only Tutsi and not Banyarwanda.
