Several of the families living in those units have already left because of the cold. They say they cannot afford to pay for hotel rooms for much longer. Some joke that they may soon be forced to live in the encampment that displaced them.

The county also dismantled most of the camp's constitutive structures. But for residents of the Marylander, it was too late: on Thursday a judge gave the county permission to begin forcibly evacuating the 100 units that had been left without heat.

And the police themselves did the same thing as part of an outreach program designed to get homeless people off the street—but stopped when they realized it didn't work.
To get serious addicts off the street, one officer said, "you literally have to take them into handcuffs." ht

After months of political pressure, the county finally arrested many of the drug dealers supplying the camp. One woman who'd been living there said her homeless neighbors were less high as a result—implying the county's inaction had enabled their addictions. https://t.co/j0bJB1G

But here's the thing: the county itself was feeding the camp! As a police officer told Quasar officials, a county social worker named John Harrison delivers food to the encampment "all the time" as part of a "street outreach" program run by the department of social services. http

In a phone call with Brown explaining the issue, the county’s assistant fire chief, Aaron White, also noted that homeless people had been lighting fires in the parking lot.
"I mean, they set the dumpster on fire while we were all there," White said. "That’s crazy." https://t.co/

In other words, the county knew exactly what was causing the problem. But it continued to blame the condo for the damage inflicted by the camp.
At one point, police even claimed condo residents had "incentivized the unhoused population to return" by bringing food to the camp. h

As a result, the condo now has less than $650,000 in its bank account to pay for $4.7 million in pipe repairs. Residents have been forced to rely on space heaters amid a bitter cold spell, straining the property’s electric grid.

But when the condo offered to pay off-duty police officers to conduct security patrols, none of them would take the detail due to the threat of gang violence. And Quasar says it couldn't afford to keep repairing the locks. After all, vagrants kept breaking them. https://t.co/LqNP

The county let the camp grow for more than two years, saying it did not want to "criminalize the unhoused." During that time, the camp evolved from a collection of tents into something more like a shantytown—one shack included a generator and a makeshift smokestack. https://t.co/

The root of all this? A sprawling encampment on the complex's doorstep that has made the area a magnet for gangs, drug dealers, and prostitutes (one of whom solicited me just outside the camp). Police have found AK-47s in the nearby woods. And there's lots of graffiti for MS-13.
